    Nothing provisional about democracy 

    The Cuyahoga County Board of Elections told Ohio Secretary of State to stick his provision voter order in his ear and so should every other county election official in Ohio. Blackwell told county electionofficials that they should not give provisional ballots to voters who appear at the wrong precincts or polling locations. The Ohio Democratic Party has sued to overturn Blackwell's order. Instead of making it easier for Ohioans to cast ballots, particularly those who are among the more than 500,000 new registrants, Blackwell is making it more difficult. That isn't what the Help America Vote Act intended. What was inteneded is the attitude of Michael Vu, director of the Cuyahoga Board of Elections who told The Plain Dealer's Scott Hiaaasen and Robert L. Smith: ``We err on the side of the voter. Nobody is going to be turned away at the polling location.''
