    Approvals and polls 

    The latest USA Today/CNN/Gallup Poll suggests President Bush has a problem. It isn't expressed in the usually poll numbers. Those remain virtually unchanged, with Sen. John Kerry receiving support from 49 percent of likely voters and 48 percent of all register voters to Bush's 48 percent in both categories. The number that should concern the Bush camp is what Gallup calls ``the most reliable measure of a president's re-election prospects'' - his approval rating. Bush's is 47 percent, the lowest since July, and ``Kerry is preferred on almost every domestic issue (subject of Wednesday debate) over Bush.'' Ohio is still for Bush, 49 percent to 47 percent.
