    Where's Ohio's disaster relief? 

    Congress dug around in its pockets this week for spare change and came up with a couple of billion dollars that President Bush could give to Florida to help the hurricane-ripped, rain-soaked state's recovery.

    This rapid response has nothing to do, of course, with the fact that Florida's 27 electoral votes will be critical to the president's re-election and that when Hurricane Andrew hit the state in 1992, former President George H.W. Bush drew fire for reacting too slowly.

    Whatever the impetus, Florida needs the help, and it needs it now. Too bad the president fails to recognize the economic disaster that has hit Ohio, another swing state on the table.
